The construction of Probolinggo-Banyuwangi (Probowangi) Toll Road with the total length of 172 kilometers will be completed in stages as its low traffic may burden the developers and to assure the return of investment. Another challenge also comes from the financial burden to have a required specific toll road design to accommodate the Banyuwangi’s conservation forest area for endangered animal species.
