The Finance Minister Purbaya Yudhi Sadewa estimated that Indonesia’s 2025 state budget (APBN) deficit to exceed the 2.78% of GDP outlook, however lower than the maximum limit of 3% of GDP set in the Law No. 17 year 2003 regarding State Finance. As of November 2025, the deficit has reached 2.35% of the GDP or equal to Rp560.3 trillion. The deficit extension was driven by lower than target tax revenue realization.
